HMPPS Co-Financing Organisation Round 3 (CFO3)




We support people across the South West who are in the Criminal Justice system to reintegrate into the community. This contract is part-funded by the European Social Fund. 

Participants who have complex levels of need voluntarily join the programme both in custody and in the community. We offer support in Bournemouth, Poole, Yeovil and Plymouth community settings and HMP Portland. 

We will be also be offering specific service support to participants who are care leavers. 

They are supported by our case managers to:

  • Become more stable and socially included.
  • Find work.
  • Gain skills.
  • Take control of their futures.
  • Be less likely to re-offend.

Our team works to meaningfully engage with participants, enabling them to get actively involved with their local communities and access the support options available so they can change their lives for the better.

Who can use this service:

People who are UK residents with permission to work, who are:

  • Unemployed.
  • Aged over 18.
  • Serving in custody or completing licence, sentence supervision or community order.

How to access this service:

Self-referral or referral via:

  • Prison resettlement teams.
  • Correctional Reception Centres and National Probation Service Offender Managers.
  • Specialist agencies.

How it’s funded:

RECOOP is funded via the HM Prison & Probation Service Co-financing Organisation (HMPPS CFO) until August 2023. HMPPS CFO is a £196m European Social Fund resettlement programme which delivers projects aimed at improving employability, which are seen as key to changing lives and reducing reoffending. We deliver it in the South West on behalf of Shaw Trust.
