The STAIRs scheme, also known as the Social Tenant Access to Information Requirements, is a new piece of legislation from the UK government, beginning in October 2026.
The legislation requires registered providers of social housing in England, like BCHA, to proactively publish certain information about their activities online.
Social housing tenants can also submit information requests about the management of their social housing provider. This means you can ask BCHA for certain information to be provided. This is to encourage greater transparency, accountability and tenant involvement.

What does this mean for me?
If you are a BCHA resident, the Social Tenant Access to Information Requirements (STAIRs) scheme will help BCHA be more transparent. It also means BCHA can be held accountable for things we may not get right.
The scheme is similar to the Freedom of Information Act. This is a piece of legislation that allows people to ask for information held by public authorities.
Can requests be refused or declined?
While we will aim to be transparent when responding to information requests, BCHA reserve the right to refuse requests. Reasons why we could refuse a request can include:
• It is reasonable to withhold information
• The identity of the request cannot be established
• The meaning of the request is unclear
• Information requested is not relevant to the Consumer Standards
• The work involved in responding to the information request would take us more than 18 hours to put together
• The request is repetitive. This includes repeated requests from multiple applicants in an organised manner
• The request is offensive or communicated in an abusive manner
Key dates
1st October 2026 - from the 1st of October 2026, the legislation comes into practice. This means providers of social housing, like BCHA, are required to publish specific information online.

1st April 2027 - from the 1st April 2027, social housing residents and shared owners (those who own less than 100% of their home), can make information requests.

BCHA offer supported housing. Supported housing can be for those who have experienced modern day slavery, homelessness, human trafficking and domestic abuse.
We also offer general tenancies for those who don't require support. In Dorset, we have BCHA Learn, who offer a learning provision for Dorset residents aged 19 and over.
